A friend and I have been trying to play for roughly an hour now and have been unable to connect.

We have tried the following (as per other recommendations)
- Play single player and after the first cut scene invite them to join you
- Make sure ports are forwarded (https://support.steampowered.com/kb_article.php?ref=8571-GLVN-8711&l=english)
- Try a bunch of console commands

The single player thing never worked. The ports listed are forward however that didn't work. I cant get the console to come up no matter what I try so I couldn't try the console command.

What type of black magic do I have to cast so that I can play with my friend? This has been an incredibly frustrating experience.

I don't think the console is enabled so that won't work.

How far away is your friend? Apparently the game has a built-in filter to disable coop games that have unacceptable latency.

He lives maybe 30 minutes away. Can I disable this filter?

No, but if the game is filtering because of the connection speed, then if you did connect the experience would be unplayable.

Are you able to connect and play other games with relatively good connection (low latency) with your friend? I'm assuming you do, but better to ask.

We are able to play many games without an issue and do have low latency. We did a bit more fiddling and found that we are unable to find any games, private, public, or otherwise.

We both forwarded the ports that where suggested on for steam games (as I linked in the OP). What ports should I focus on?

Yes. We can with Garry's Mod, Minecraft, TF2. I will retry and make sure he has the ports setup at the same time as I do. He might have tried it and when it didn't work, took out the port forwarding.

Just to check, you're not doing this with dedicated servers are you?
Can you connect to your friend when he's the server and can he connect to you when you're the server too?

Just as an update, I think the latency limit is set by

[ZC2Game.PreLobby]
MaxGamePing=0.250

in ZC2Game.ini
